There should be no adjustment needed as long as your rear drums are auto adjusting as they are suppose to.

i think you'll have to look at the piece of felt under the casette holder lid , lift the felt up using a very fine flat ended screw driver and there should be a couple of bolts under there ! if yes , then take the lid off also , another two philips head screws . if its the same as the centre console of the 1998 model !! now , having removed the bolts , gently lift the rear end of the centre console , with a torch you should be able to see the adjuster . Make sure the hand brake is down , so put bricks under one or both of the front wheels and leave it in gear , also , do this on a flat surface !!!!
Adfter you've done the adjustment , before putting everything back together , put the console into normal position and try putting handbrake on and off , it should feel firm to lock the back brake  ! then if all is okay , put the screws back in reverse order good luck

How do you get the drum off on rear brakes on a 2000 saturn?

slacken the handbrake cable right off first ,then try again if it still will not move fit the wheel back on opposite way round and place a lump of wood on rim and wack with a 7kg hammer ,the drum has worn down and the auto adjusters have expanded the shoes out so the shoes are holding the drum on.When you get the drum off use a small angle grinder to flatten this lip down and put a slight bevel on the edge of the drum.Dont forget to manually adjust the auto adjusters up so drum spins but the shoes cn be herd rubbing,then adjust handbrake cable so handbrake has 3 clicks and the footbrake should be hard and not travel halfway down

the other important thing is to
Rotate the automatic tensioner hex–key tab anti-clockwise until the adjust arm pointer of the timing belt automatic tensioner is aligned with the notch in the timing belt automatic tensioner bracket.
then turn engine over 2 turns and recheck marks and tensioner pointer

The handbrake adjuster is under the centre console behind the lever. If its coming too high, check that the levers at the rear brake calipers are free and moving back to their stop position - they are prone to seizing up on older or little used cars. They can usually be freed off with a bit of lube and working the lever back and forwards. If that dosn't work, unfortunately you'll need new calipers. Do not adjust the handbrake cable unless the caliper levers are at their stops as this seriously reduces handbrake efficiency!
