Below and to the left of the steering wheel , by the brake pedal
Remove the panel cover to access the fuses
this is according to the owners manual on the 1999 e350.
Now on my fathers rv though, there is a breaker/fuse box in the side of the table seats facing the walk way. Hope this helps.

There's no big secret in the fusebox. Normally, these are properly labelled as(headlights, signal lights, accessories, lighter (cigarette), etc. However, assuming that there are no labels, you can check each of the fuse which is busted, using a electrical multi-tester. you can begin the check up as follows;
1. Set the multi tester to Ohms, 1 x 10 or 1 x 100.
2. Take the fuse one at a time, and place the probes
(red and black wires) one at each end of the of
fuse contacts. The reading must be zero for
good ones and no movement for the busted ones.
After the fuse is checked, just remount it to the
fusebox. I'm sure you will be able to get the
cigarette lighter working again after you have
replace the busted fuse. Be sure to replace it
with the same rating.
