I believe that is equipped with rack and pinion steering. Not a PS pump.

SOURCE: How do you access the spark plugs 2002 mercury mountaineer

IIRC these are a coil over design. meaning the coil is over the plug. the coil should have one 8mm bolt holding it on the lower intake manifold. remove the coild to get to the spark plugs. look by the fuel injectors, coil should be just next to it or very close. coil usually says motorcraft on it and circle in design.

Whine coming from the left front of engine. Sounds just like its low on power steering fluid but it is full. Could this be the water pump?

could be a water pump bearing ---idler puller pulley bearing---power steering pump bearing or gears --alternator bearings. Get a mechanic stethiscope from a auto spare shop and carefully place the tip on the housing of the units. If you hear a steady buzz then the bearing will be ok but if you hear a low grumble then that unit's bearings are on the way out.

Steering will shutter when you turn.

Check your outer tierod ends they may be worn.Also check your inner tierod end bushings.You have play coming from your steering rack or outer ends.
