I would unscrew the 3 screws and take the mirror out, to try and see why theyre not holding it properly. maybe use epoxy to fix the broken bracket and then screw the mirror back on.
There is a TSB Bulletin on issue. Number:12-82-04 dated 04/15/04.
Involves Replacing Door Mirror Gussets. First try opening window and squeezing rubber together (that glass runs through) by mirror to see if that helps reduce noise. I believe this is caused by closing door hold glass instead of door!

Left Gusset PN 61158AE01B
I had left one changed at body shop (while car was there) and now its so quiet the right one is annoying me!
The driver and passenger side mirrors have a small rubber plug in the bottom center of the mirror housing. Remove the plug and there is a phillips head screw holding the mirror assembly. Tighten this screw about 1/8 turn and it will keep the mirror from moving around. If you remove the screw you can remove the mirror and drive motors. Use a bit of thread-lock to keep the screw from loosing again. Reinstall the rubber plug.
You need some bathtub silicone sealer and some black electrical tape and a couple of small wooden blocks. Carefully break out the cracked mirror. WEAR gloves and glasses when you do this and have a bucket to catch the falling glass. Make sure the mirror back is clean and put a bead of silicone around the back of the new mirror. Keep it about 1/4 inch from the edge and some dabs in the center portion. Place the mirror on the back and tape one edge down using a wooden block for a spacer. Then do the other side. Make the tape snug so it squashes the silicone and leave the mirror alone for 24 hours. After that take the tape and blocks off and you are good to go. Hope this helps.
the is a plastic panel is held on with a screw behind a plastic pug, pull the plug undo the screw/bolt and remove upper trim, then you should see the 3 bolts holding the top mount..
Step 1 Disconnect the negative battery cable before you take off the grand Cherokee front door trim panel. Remove all screws and clips.
Step 2 Detachthe window trim cover screw, and control lever screw beforedisconnecting the entire mirror trim cover. Remove the rubber coverinside the mirror cover, and disconnect the electrical wire.
Step 3 Remove three nuts from the power mirror using a Torx® star-shaped screwdriver.
Step 4 Pull out the outside rear view mirror. Guide the power wire through the hole in the door.
Install the New Mirror
Step 1 Replace the old mirror. Put the new power mirror in place. Push the new wiring through the hole in the door.
Step 2 Install and tighten the three retaining screws you took off when removing the old mirror.
Step 3 Connect the power mirror wiring to the connection located on the door panel. Replace the rubber cover and interior mirror cover.
Step 4 Put the front door trim panel back in place by securing all clips and tightening all screws.
Step 5 Connect the Subaru Outback's battery cable to restore the power.

Your mirror is most likely black, just like all the other Saturns of
that year. Knowing that, now is it power or manual? Now you go to ebay
motors and search for a
passenger side mirror of the right color and control. There are lots
of
them listed and all will fit all Saturn SL models 91-95. There is a
little phillips screw holding in the cosmetic piece inside the front
door at the front of the window. Unscrew that and you will see three
larger nuts, take those off and the mirror will come off. Put your new
mirror on the reverse order.
First you need to get you a new mirror, then once you have it remove the door pannel, so you can get access to the screws located behing the little tweeter located on the inner side of the mirror. To remove the door pannel you need a philip head screw driver with magnet preferable, or a socket size 10mm. remove the little plastic square on the door opener of the inside, plus remove very carefuly to not brake the clips gray shiny of the hand rest side and remove the two screws of the very in. once you remove the those two screws, insert something flat in behind the pannel to be able to lift it, try to pull out kind of gentle try not to lose the white push pins of the back of the pannel. now you have the view and access to the screws that hold the mirror and don't forget sometimes the new does not include the wheater strip going inside the mirror to prevent the water of going in, Just reuse it and screw it back and just do everything vise-verse. Possible Phillips or TORX screw opposite of mirror to Remove trim fight it off snaps are Hard ans scary to pull trim piece off but be brave aftre that trim is off look for Plug for morror Unplug it and should be 2-3 10mm Bolts holding mirror on take them out and Reverse procedure to Install new Mirror EASY Job
