Try stepping on the brake when trying to shift with the key on. Then try starting im neutral or other gears to see if the neutral safety switch is bad in park. You may have a bad wire from the battery to power distrubution or bad ground. So many things it could be.

You are starting to have a transmission problem. I know....the Envoy runs fine....well, this code is telling you that there is a beginning of a problem with your transmission system. It could be a wire, could be a rock that was ran over flicked up under there and possible damaged something.....
Bottom line, there is a an issue developing. Suggestion? Check with AAMCO...it is free and they can give you an idea what the seriousness is.

Engine runtime over 5 seconds, system voltage at 10-18v, engine not in Fuel Cutoff mode, and the PCM detected an unexpected voltage condition on the A/T 1-2 Shift solenoid circuit. Possible Causes:
