SOURCE: my heater in my volkswagen bug blows but do not
If you car is coming to temperture but you still have no heat then you probably need a new flow control valve for the heating system.
Make sure your cooling system is filled to recommended level before you consider the heater control valve. Low coolant levels can have similar effects.
Good luck and be safe!

As it was rusty i would assume the poor thermostat has been abused, it's in the waterpump and a few minutes to change. They are £6+ from main dealer. If in the open position(wax has no life left to open or close and spring keeps it open) this is why all seems fine but no heat. With the thermostat in the open position(faulty) your car will use more fuel and wear and tear on the engine particulary at cold starts will increase so change it sooner rather than later.
