On my 02 eldorado running tall tires at 65mph rpm is 1750. what mpg can i expect

Old tires engine was turning 2950 at 75mph. now 65mph rpm is 1750 can i expect 33 mpg

The information available is not good enough to make a good calculation. You need to get the different wheel rpms at the same vehicle speed and specify the fuel consumption with the smaller tires. On the info available I calculate the rpm to 1 mph which is 39.3 and 26.92 rmp/1 mph. The rpm is then 32% less with the bigger tires and therefor your fuel consumption should be 32% less than with the smaller tires. However, bigger tires cause higher fuel consumption well pulling away as well as more gearing down when driving up hill/ incline causing higher fuel consumption. So assume that you will save 25 % fuel. To reach 33 mpg - the fuel consumption with smaller tires must be at least 28.05 mpg. ( 33 x 0.85).
PS. Take the known fuel consumption with small tires and multiply with 0.85 to get and good estimate on what the consumtion will be with the bigger tires.

You might get there but I doubt it as the digger diameter wheels takes more power to turn so the throttle will be opened wider even though the rpm's are lower.

Just picking this car up with 118,000. First is the gas mileage. Only getting around 15-17 mpg. Besides spark plugs wondering what normal rpm's should be for a 3.5 V6.

The 3.5 is a great engine and in the Concorde pretty efficient for sure over 20 MPG. The 3.5 HO is 1st generation and has a 10.4 to 1 comp ratio. 89 octane is required later engines after 1998 had the compression ration lowered to 9.9 to 1 and 87 might be acceptable. Scheduled spark-plug change is usually 60K miles. If plugs have not been changed than I would certainty start with them. Check tire pressure against the driver door recommended. I expect if all else is well that at 60 MPH just under 2000 RPM in over drive and smooth..

This engine was built in Chrysler's Trenton engine plant in MI and is considered one of the best power planets at the time.

Always check your air pressure.Most vehicals are equipted with radials now days, So if you think a tire looks low, check it, Usally they low. Usally in the winter months, nobody checks tire pressure. It really does make a difference. I went from 17.2 MPG to 19.5 MPG, while pulling the same trailor loaded with wood. I cut my own wood then stack it in my trailor to sell. I have Good Year Wranglers size: P235/75R/15 I just replace these with new ones. The old ones are going on my trailor. Counted milage on tires are 65000 Miles. Tires were rated at 40000 miles, Under normal use.

Need help my trooper is burning too much gas

Ok I'm no expert but here's my take on this. I think you solid a whole lot in this car, i had a car that had an issue with the revs going up and down she idling and would be ok when driving, that I believe is a MAF sensor symptom... I believe it should throw a code for that.

Another thing you can do is clean air intake, clean/replace idle control valve and clean throttle body, if your tb is electronic (not sure on your make and model) make sure you do the idle re-learning. That can help with the mpg a little. Recommended tire pressure also can help with mpg.

Last thing I can think of, check well the smoke that comes out, when smoke is black is burning oil (seals get worn out and overnight oil might leak in places that later will get hot), if smoke is white it's burning water (blown head gasket) and if it's blue, then it's burning gas, if that's the case, that's where your gas is going and it could relate to a failing MAF.

Unless you have an engine light on, the first thing I would check is tire pressure. You should run at least 35 psi. Tire size can make a big difference also, smaller is better. If you have very large off-road tires, you will pay for poor rolling resistance. Use skinny, tall tires for better mileage. The other obvious item would be the air filter, make sure it is new every 10,000 miles. The computer is programmed to deliver fuel for an expected amount of air delivery, if the air can't get through, it will run rich and get poor mileage and performance.

I changed the idle speed control motor and gave it a tuneup but i am only getting 11 mpg. what can I do to help out my MPG problem?

These cars are natural gas guzzlers. I recommend making sure the coolant/ water mixture is according to spec's as well as the thermostat. These two items control the engine temperature and this is what the ECU uses to increase fuel trim if engine is cold
or decrease fuel trim if engine is warm.
Also keep Mass Air Flow Sensor clean (it has an air temperature sensor in it)
Timely oil and air filter changes will also help .
Make sure tires are in good condition and properly inflated.
A lot of people complain about the drag while driving on highway with windows open.
