You did not indicate whether you checked the fluid level for your power steering. Please check this first. Please read your owners manual for specific instructions!
You may be low on fluid.
The next step would be to check your engine belt. The power steering pump is driven by a belt. It is possible that you have a loose or worn belt that is not able to turn the pump sufficiently at idle, but when you rev the engine higher, the pump produces sufficient power. One way to test this is to rev the engine, then try to turn the wheel, see if you notice any difference. Let me know.

Your power steering pump has gone bad. Consider replacing it. I had the same problem before.
It moans when u turn at a stand still but rolls freely when in motion?

They supposedly checked all fluids but said that replacing the pump might be the solution. They removed a bracket as noted in a TSB on similiar problem which helped for a day but still having the shudder when turning at slow speeds.

Check the level in the power steering fluid reservoir. You most likely need a top up. The noise is caused by the pump effectively pumping air through the system. Top up to the level marked in the reservoir then turn on the engine and move the steering wheel around for a wile then turn off an re top up to the level marked in the reservoir and all should then be OK. Make sure you use the correct fluid for the car – usually a Red Dexron Hydraulic Fluid.
