Could either be the multifunction switch or wiring.

SOURCE: 2005 vw jetta radiator cooling fan wont shut off

Check for a switch at lower part of rad. Should see a wire harness & plug on a sensor at bottom of rad. This sensor/switch also operates fan on/off according to coolant temperature. You may need to disconnect battery to get at it safely.

SOURCE: steps for replacing wiper motor for 1998 VW Jetta

remove wipers. remove plastic covering by loosening plastic screws first. unplug wiper motor wires. there are about three 10mm nuts at the motor location and you also have to unscrew the big nuts that were below the wipers when you unscrewed them. replacement is reversal.

SOURCE: 03 jetta shut off while driving.

Check the load reduction relay. I had this happen twice and repaired twice on my TDI mk IV. It throws no codes and almost has to be witnessed by a mechanic to be believed.

Wipers on my 95' voyager won't shut off

Lift your hood, look under wipers area on driver side & you should see a wiring connection there, with wires going up under & into wiper motor area below windsheild. Disconnect there, should stop them for now, until yu decide what your going to do about it. Pull it apart when wipers are down out of the way.

Wipers

You have two problems. The first is the wipers turn off and stay in the upright position and do not close. The motor is fine. There is a steal 'close' tab that has been bent out of position. You just need to push the steal tab back into position. You can use a chisel or screwdriver to pound it back into the 90 degree position.

The windsheild washer motor probably needs to be replaced
