Could be Brake system or front Hub bearings. You would need to create clearance in the brake pad by resetting the Caliper on its mounts. If unsuccessful, remove the front Calipers (Leave the hoses hooked up) and hang the caliper by a rope or wire to take the weight off the brake hose.
If the Caliper is hard to remove, then your Calipers may be frozen and you should see worn out brake pads or scoured rotors. If brake fluid pressure does not release from the Calipers you must find the cause for the pressure being maintained.
A bad Master cylinder or plugged brake hoses should be investigated.
Either way, by eliminating the rubbing of the Brake pads, you can now check more parts.
The Hubs should turn freely without the Hubs engaged. There is so much happening in the complete assembly that it is almost necessary to disassemble and visually inspect the turning parts. Unless your parts are really rough, it will take skilled hands to determine the problem.
The 1999 Ford Expedition is built on an F150 platform. The Expedition uses a 9.75-inch rear axle. The axles are retained with C-clips at the end of the axle shaft, inside the differential carrier. The axle bearings are of the roller type. A failed axle bearing can manifest itself as a noise at the rear wheel or gear oil leaking past the oil seal. When replacing axle bearings, the oil seals must also be replaced. Torque the caliper mounting bolts to 30 foot-pounds. To front pads, tighten the caliper pins to 16-30 ft. lbs. (22-40 Nm) on 1997-98
F-250HD, F-350 and F-Super duty models. Tighten the caliper pins to
21-26 ft. lbs. (28-36 Nm) on the F-150, F-250, Expedition and Navigator.
Tighten the caliper pins to 42 ft. lbs. (56 Nm) on the 1999-00 F-250SD,
F-350 and F-Super Duty models.
To install the rear disc brake caliper onto the rear support bracket.
Tighten the caliper retaining pins on the F-150, F-250, Expedition and
Navigator to 20 ft. lbs. ( 27 Nm). Tighten the caliper retaining bolts
on the 1999-00 F-Super Duty models to 27 ft. lbs. (36 Nm.)
Remove caliper and caliper bracket, some time the rotor will have two small metal clips remove them, also some times you have to used a hammer due to rust, rotor should slide off,
BRAKE HOSE BOLT IS STILL CONNECTED YOU HAVE TO LOOSEN AND REMOVE BRAKE HOSE BOLT BEFORE CALIPERS COME OFF.THE COPPER WASHERS THAT CAME OUT WITH BRAKE HOSE BOLT HAS TO BE REPLACED THEY ARE SEALS THEY WILL LEAK IF REUSE THEM.
Remove the brake caliper bolts{2} and caliper.
soak the rotor around the hub with penetrant oil and knock off with large hammer, careful not to hit the wheel studs. These rotors corrode and rust on really bad. If you can loosen the self adjuster behind the backing plate for the parking brake shoes, this will help as they hang up on them too.
