Why does my Trooper take 30 minutes to warm up before intermittent power surging and panel lights blinking stops?

Possible manual, free online, that shows phone number and blinking lights table. See page 30 and page 32.

Id imagine there is a dry joint in the instrument panel or a lose wire in the plug.

If the CEL is blinking this should mean codes are set. Light may go out when intermittent problem cures itself, but code should still be stored. If not, I'm stumped.

Ask at the dealer here as i have a feeling that this vehicle will have encrypted software if it was made for the europeon market ,could be a component fault in the computer which is my first suspicion ,then it could be a dirty ground or earth cable ,difficult to pinpoint with having vehicle in front of me

What has most likely happened is that the Heater-a/c unit needs to be recalibrated and here are the steps to do so.
With the engine running and fully warmed up, A/C has to be turned off for at least 5 minutes [don't turn it on at all] and transmission in Park do the following
1. Set the temp control all the way to cold
2. Set the mode selector to Vent so air blows out of the dash panel outlets.
3. Hold down the rear washer button and the rear wiper buttons simultaineously for about 5 seconds until most all of the heater and ac panel lights blink and then release both buttons
6. At this point the system should go into a self calibration test which can take up to 60 seconds. While it is calibrating various control panel switch lights will blink as it goes through it's tests.
7. When the system is done calibrating then just the rear wiper light should be flashing and you can exit the test by turning off the vehicle. Wait about 10 seconds and restart the engine and it should be fine. If both the rear wiper and intermittent light are both still flashing after the calibration then there is most likely a problem with the system that will need more diagnosing. I see this fairly often with battery replacements so I think you'll be ok. It sometimes takes a couple of tries to calibrate so don't give up if it doesn't work the first time. Tone ring. I have had this replaced on the rt and lt front because of the flashing 4x4 light. Leave it go and it gets worse. get it fixed now

To Calibrate , start and warm engine to normal operating temp. with engine idling turn blower switch to high, turn mode switch to panel, open all outlets, move temp lever to full cold.
press and hold rear wash and rear wiper buttons simultaneously for 5 seconds (untill all leds illuminate.) all leds should light up for 5 seconds, rear wiper and intermittent rear wiper button leds will flash alternatly during calibration... after 60 seconds if only rear wiper button led is flashing, cal. is complete

The blink code you are refering to is : Intermittent or Repaired RH Radiator Primary Crash Sensor Feed/Return Circuit Open , which means your right hand side frontal crash sensor (airbag sensor) is not working, therefore your airbag system is disabled...
