Horn won't go off. Had to pull the fuse to make it stop

You should check the fuse first, it should be in your engine compartment in a black plastic box with a cover on it. The underside of the lid will tell you which switch operates the horn. Pull it out and see it the connection in the middle is broken.

I had the same vehicle with the same problems. Its the actual switches. Once they are exposed to the smallest amount of moisture they quit working.

Locate the idler pulley. Loosen the nut in the center of the idler pulley. Then loosen the bolt that protrudes from the back of the pulley. This will let the belt go slack.

Have you looked under the hood? There are more fuses under the hood. Is your dimmer turned down on your dash lights?
