How serious is it?
Is the serpentine belt broken? Check that. If it's not, and if you can see the power steering pump pulley turning when the engine is running and you don't hear the belt squeaking when you try to turn the wheel, and if you can turn the steering wheel if you try really hard, then the pump may have failed.
If you CANNOT turn the steering wheel by trying hard, then you have other problems - very probably within the steering gear, a highly unusual place for mechanical failure.

Make sure that the belt is not glazed and slipping on the pulley - they should both appear to be turning at the same speed. There is a chance that you have burned up the power steering pump and the noise you hear is the bearings complaining about the lack of lubricant they incurred.

Sounds like the pump pressure valve is not working when cold and should be replaced.> It is inside the pump where the pressure line connects to the pump.
Most likely the pressure line has a hole.
