Power steering reserivor is full but steering wheel won't turn. And there is yellowish discoloration on ground under steering wheel pump area?

does it get easier to steer when you give it gas?

bleed power steering with engine off pour power steering fluid in the power steering reservoir until fluid stay at full mark on powersteering pump dip stick.wait few minutes then check powersteering fluid again if low add little more when fluid level stop dropping crank vechicle turn steering left to right with out a stop turn steering wheel all the way to the left to all way to right for minute until air bubbles leave the powersteering fluid. when steering wheel feel normal stop engine check check power steering fluid should be at full hot mark if fluid level dont drop air is out the system. dont overfill powersteering reservoir if so you will blow front seal.dont drive vechicle if steering dont feel normal have vechicle towed in garage.

Have you checked the power steering fluid level? The reservoir for the fluid will be at the front of the engine, where the belt runs the power steering pump. If it's low or out add a little power steering fluid till full, then start car and slowly turn wheels back and forth from stop to stop-not too ******* the stops (when the steering won't turn further that way...that's what I mean by stops)....Turn wheel one way full travel, then reverse and turn the other way. Check the fluid level again, and add as needed.
If fluid is not low, the belt may be too loose to make the power steering pump work, or you may have a bigger problem that needs professional attewntion.

You must bleed the system of air when refilled with the wheels off the ground turn the wheels from side to side but don't go all the way to the stops just a half a turn from center each way the fluid level might be low and you don't know it but if it's all the way full and still whining check for hose kinks if none the pump might be an old one and the loss of fluid may have damaged it and it needs replacement

THEN TAKE NEW POWER STEERING PUMP ON INSTALL IN VECHICLE THEN BLEED POWER STEERING SYSTEM.FILL POWER STEERING PUMP UP NEW FLUID.WAIT FEW MINUTES.WHEN LEVEL DROP ADD MORE FLUID UNTIL YOU GET TO FULL COLD MARK.START ENGINE 15 SECONDS SHUT OFF CHECK FOR LEAKS. 1992 Pontiac TransPort Power Steering Pump REMOVAL AND INSTALLATION

1. Disconnect the negative battery cable.
2. Disconnect and cap the power steering pump hoses.
3. Remove the accessory drive belt.
4. Remove the power steering pump pulley using a suitable puller tool.
5. Remove the pump mounting bolts and remove the pump from the vehicle.

1. Installation is the reverse of the removal procedure. Tighten the pump mounting bolts to 18 ft. lbs. (25 Nm).
2. Bleed the power steering system to remove trapped air. Air in the system could cause noise and or damage to the pump.

BLEEDING

This procedure requires the help of an assistant.

1. With the engine OFF, the wheels off the ground and turned all the way to the left, fill the fluid reservoir to the FULL COLD mark on the fluid level indicator.
2. With an assistant checking the fluid level and condition, bleed the system by turning the wheels from side to side without hitting the stops. You should repeat this at least 20 times, making sure to keep the fluid level at the FULL COLD mark.

Fluid with air in it has a light tan appearance. This air must be eliminated from the fluid before normal steering action can be obtained.

1. Start the engine, and while it is idling, recheck the fluid level and add as necessary to reach the FULL COLD mark.
2. Return the wheels to the center position. Lower the front wheels to the ground and continue running the engine for 2 or 3 minutes.
3. Road test the vehicle to make sure the steering functions properly and is free of noises.

LET VECHICLE SET FOR 2 MINUTES CHECK POWER STEERING FLUID LEVEL.IF STILL LOW ADD LITTLE MORE.TO THE COLD FULL MARK ON DIP STICK. DONT OVER FILL BECAUSE FLUID LEVEL RISES WHEN IT GET HOT.WHEN DONE IF STEERING WHEEL STILL FEEL HARD TO TURN YOU SEE AIR BUBBLES IN FLUID THATS WHEN FLUID HAS A TAN LOOKING COLOR WAIT 5 MINUTES AND.REPEAT THE BLEEDING PROCESS. DONT DRIVE OR OPERATE VECHICLE ON HIGHWAY UNTIL POWER STEERING HAS NORMAL OPERATION.

If it is hard to turn in both directions check power steering pump fluid level. Also with both front wheels off the ground key on engine off, turn the tires manually at one of the front tires and turn with the steering wheel engine off. Check for binding (they will require effort to turn) you are looking for a change in effort.

sounds like your starter is shorting..check your ground line and make sure no wires are crossing...you might want to also check the negative battery cable..if its not makeing a good connection to the battery or the block, youll get the same results and itll start burning out a wire..i have just recently fixed a problem similar to that on my truck.
