If your 2006 Citi Golf's front and rear wipers, as well as the wash motors, are not working, there are a few possible causes that you can check:
Check the wiper motor: The wiper motor is responsible for moving the wipers. If the motor is not functioning properly, the wipers will not work. You can test the motor using a multimeter to see if it is getting power and check for any visible damage.
Check the wiper switch: The wiper switch is located on the steering column or the dashboard and is used to control the wipers. If the switch is not working properly, the wipers will not function. You can test the switch with a multimeter to see if it is sending power to the wiper motor.

Check the wiper arms are properly connected to the mechanism,that protrudes from the actual motor...these normaly have a tooth like system and therefor if the wiper arms are not connected properly then the wiper motor will run but the wipers wont move.....also check the wiper cross arm mechanism(located under the bonnet)as these are normaly on a push fit ball and could be worn and disengaged.
Here are a few other things to check beside the fuse and relay:
Check Wiper Motor - the wiper motor is the driving force of the windshield wiper. Feel the motor and listen to a humming sound. If there is no humming, the motor is the problem. Check if the motor is working properly and see to it that its electrical connections are made properly. If you find that the motor is dead and beyond repair, get it replaced immediately.
Check For Break in Connecting Wires - the connecting wires of the motor sometimes go loose and that may cause the windshield wipers to stop working. Also check the battery plug connection which the motor has. Connecting the loose wires properly or fixing/replacing the plug might solve your problem.
Check Wiper Switch - another wiper assembly part that can malfunction is the wiper switch itself. Check for switch malfunction and if you find that is indeed the problem, get it replaced from a mechanic.
Check for Bent Wiper Arms - bent wiper arms can cause the operation of the wipers to be hampered. If the wiper arms are bent beyond repair, get them replaced immediately.
Try to check the wiper arm make sure it is properly connected and check also when you turn on the wiper you hear a sound coming from the wiper motor it means to say it is working and check the wiper Arm.
