You need to be skilled at electrical for this, you have to check for shorts to ground on any wires related to the ecu fuse. And for any shorts into other wires. I suspect there are more melted wires. You could us a Honda factory ETM.(electrical troubleshooting manual). You should be able to find one on EBAY, for a good price.

Hello! Fuse #28 (10A) feeds two wiring runs...It powers the fuel pump, and the Electronic Air Control Valve (EACV)...Either of these two devices can be shorted to ground or the harness that feeds their power...
Pull the relay...Pull the fuse...Disconnect the connector from the EACV...It is located behind the PCV...Wire colors are...Yellow/Black and Black/Blue...
With ohm meter on X1 scale and one probe to ground...Measure from the Yellow...then the Yellow/Black at the relay...You will see the fuel pump winding resistance...But not zero ohms...
Wiring harness shorts are hard to find...So stop there and tell me what you read...........saailer
