If the battery is good then i'd say the starter needs looking at , check that power is getting to the starter with a volt meter if it is then i'd say replace the starter , if not then the relay would be my next choice , fuse box underhood next to battery .list on the lid

2001 honda civic wont turn over, battery-starter-good, timing belt good, engine will turn by hand but when attempting to start it just clicks. Im leaning towards the ckp sensor

The crank sensor only comes into play while the engine is cranking or running to tell the computer where TDC is.
A no crank issue would be only the starting or security system.
Do you have battery power at the starter when the key is in the start position ? Are the battery cables clean and tight on both ends ?

Can a battery read 12volts when engine doesn't start and if lights get turned on voltage drops to 3 volts does this mean the battery is no good

Your battery is definately suspect.Give it a good charge and check it again. If it drops like that when you turn on the lights replace it.A fully charged battery in good condition will read about 14.2V when fully charged. When you turn the key to start it will drop to about 11 and come back up when you turn the key off.

Turn key will not start battery is good

Make sure the connections and the cables are good.No corrosion on cables. If the lights in the dash flicker this is usually a sign that the battery is not good or it is not making good contact.Have the charging system and battery load tested.Hope this helps.Good luck.

Upon turning key loud clicking under hood, no turn over

The clicking you hear usually indicates a poor battery or battery connection. Have your battery load tested first. You may have a bad cell in it causing it to be weak enough not to be able to supply the amps needed to turn the starter. If you haven't had the battery load tested then it could be bad. My guess is that the battery is bad. Good luck.
