any car the rpm shouldn't exceed the 4000 round per minutes and you can check it from the sound of the car if it's so loud you should decrease the acceleration pad or give the next gear if it's manual if it's automatic don't panic
What i advice you is to take out the positive battery terminal and let it rest for about 1 hour,then replace the terminal that should reset it.Do it that worth nothing doing it.
Sounds like choke is stuck, or way out of adjustment, or possible heat tube to it is gone? Have you taken air cleaner off to look at choke plate position when warmed up?
the idle surges if this is the case take out the air intake tube that leads to the throttle body, get a can of carburetor fluid and spray around the throttle body. You will need someone to start the car and hold the gas peddle to 2500 rpm while you do this the car will shut of when you do this, restart the car and repeat the process until half of the can is used up. Now check your antifreeze level fill if needed.
