1996 grand am instrument panel cluster is not working

Open driver side door, remove fuse access panel on the left side of the instrument panel and check the instrument cluster 10A fuse behind on the fuse block (third row from the top, fourth fuse position note: first two position may be empty). If fuse checks out the connector behind the instrument cluster may have worked loose. Remove steering column covers, remove bezel around the instrument panel (this is held on with push clips), remove four screws from the cluster and ease the cluster out just enough to see and correct the problem. hope this has helped.

The fuse is marked
"AUX PWR" That is the 2nd fuse from the top in the far left row of fuses, the fuse above it is marked "REAR SEAT".

The radio fuse is #38 in the Instrument panel fuse box.

The Instrument Pmel Fuse Block Is on the passenger's

side of the instrument panel. Pull off the cover labeled
FUSES to expose the fuse's under the cover..

Insturmentation panel lights fuse blows when i start car

Try to remove the instrument panel and disconnect the harness to see if doing that gets rid of the blown fuse when starting the car. If it does, then the instrument panel should be replaced with another. If the fuse still blows when starting, then there is a wire shorted to ground somewhere.

Instruments and Switches Instrument Cluster Removal & Installation To Remove:
  1. Remove the instrument cluster trim plate.
  2. Remove the instrument cluster mounting screws.
  3. Rotate the instrument cluster rearward and lift up on the top of the cluster in order to disengage the locating pins.
  4. Disconnect the electrical connectors from the instrument cluster.
  5. Remove the instrument cluster.
To Install:
  1. Connect the electrical connectors to the instrument cluster.
  2. Position the locating pins to the holes in the instrument panel.
  3. Install the instrument cluster by rotating the top inward.
  4. Install the mounting screws.
  5. Install the trim plate.

Cant locate fuse box for cigarette lighter

The fuse you are looking for is in the instrument panel fuse box #23 with a 20 amp fuse.
The instrument panel fuse box is located behind the instrument panel to the left of the steering column.
It also powers the power supply to the onboard diagnostic computer plug.

A digram for the factory wireing for the radio

This color code works for 87-93 mustang factory radio; it might work on yours as well. I'm not sure if it has the same fuses though.

Radio Connector:

Light Green / Yellow - Hot at all times (Fuse 8)
Yellow / Black - Hot in ACC or Run (Fuse 11)
Light Brown / Red - Goes to instrument panel dimming rheostat (Fuse 4)
Red - Ground
White / Purple - Hot in ACC or Run (Fuse 11)

Speaker Connector:

White / Light Green - (+) Right Instrument Panel & Door Speaker
Dark Green / Orange - (-) Right Instrument Panel & Door Speaker
Brown / Pink - (+) Right Rear Speaker
Pink / Light Brown - (-) Right Rear Speaker
Pink / Light Green - (+) Left Rear Speaker
Tan / Yellow - (-) Left Rear Speaker
Light Brown / White - (+) Left Instrument Panel & Door Speaker
Orange / Light Green - (-) Left Instrument Panel & Door Speaker

Fuse box

The instrument panel fuse panel is underneath the instrument panel on the left side. To open it, reach under the instrument panel and push the release button to the right of the fuse panel.
