ARE YOU KIDDING, LEVER INSIDE THE LEFT SIDE OF CAR NEAR E BRAKE SAYS HOOD, PULL ON THE LEVER, THEN RAISE THE HOOD ABOUT 1/2 INCH AND PULL THE LEVER TO SECURITY LATCH. DONE, YOU SHOLD BE DRIVING IF YOU CAN OPEN THE HOOD, CAN YOU OPEN THE TRUNK ??

I think that it is unlikely that the cable on a car that new has broken. More likely a sticky latch. Have someone push down and then lift on the hood while you are pulling the release handle.
Hopefully it will open , be sure to lube the latch mechanisim up with something before you close the hood so that it works next time.
You may have to take it out from under the car. A lot of the front wheel drives are like this. Not familiar with the Kia but almost sure you will need to remove from the bottom.

Pull headlight and combination light assembly forward clear of vehicle.
4.
Rotate back cover counterclockwise to disengage from light assembly.
5.
Pull socket with bulb straight out of headlight and combination light assembly.
