there is no relay.
- check if there is dirt in the water tank which might stuck the pump and blow the fuse.
- also check all cables to the windshield washer pump if they are damaged and cause a short somewhere.

There are four bolts and the hood hinge to remove on top. Remove the tire, remove the inner fender cover( seven or eight screws). There are two bolts to remove the fender from the front bumper cover. And one bolt to remove from inside the door( open the door, remove the cloth, the bolt is close to the top). Replace in reverse.

stick a straightened metal coat hanger in between the door and the vehicle and fish for the unlock button. this is made easier by prying the upper part of the door open slightly with something that wont scratch the paint like wood or plastic.

When stuck in reverse, roll a little in reverse, then put in drive for it to go forward from a parked position. Hope this helps!------------------------------------------------------------------------------------
