Press the phone button, use the tune knob to get to bluetooth device, and delete devices, press OK. when you go back into the phone, it will ask to add a device. Search for bluetooth device with your phone, enter PIN. Done.

This may be a problem with the ribbon contact under the steering wheel know as the "clockspring drum" It can also be the switch. Before doing any work make darn sure you disarm the Airbag system, it can go off and badly injure you.
If you have two keys and one does not work, you need to re-sync the keys to the car. If neither key works, then you might have a problem with the electronics. Check on line for the instructions to re-sync the keys
I have change several new keys which had the magnetic chips in them which had to be sync to the car, . When you have a new key made you have to sync it to the car/ magnetic chip or fob key. most part stores have the tool just tell them you need the cam sync tool for your 3.0 v6 ranger. this tool attaches to top of cam sync, put the motor at tdc by pulling the #1 out and turning it till you on comp stroke and look at crank mark then drop in new sync with tool on it set it bolt down the take tool off install sensor and plug in. if you get it wrong and the check eng light is on just redo but with the tool it is easy . and then there is the i have no choice way you take then sensor off the cam sync then make your marks take a pic of the thing and reinstall new one to the same mark dont worry about tdc or anything this way you just pull out and put in same way just make sure its in same place take a dig pic and mark it real good
Sorry, the original Swedish version of the 9-3 had the bluetooth capability but GM removed it for cost reasons. GM has ruined Saab in many ways. There is no way to sync your phone with your 9-3.
Car should be under warranty. First stop is to the dealership. Sounds like sync software issue. You may need to wait until an update is available. Good luck.
Obviously the first thing is to make sure that your phone has bluetooth. Turn the bluetooth on and set it so that other devices can see it.
Next scroll through the sync system until the SYNC PHONE option comes up, press OK and go through the prompts on the screen in the car, it should then come up with a PIN on your car that you have to enter into your phone to connect the two, once the code has been entered into the phone, that should be all you need to do
