It is locked because of ABS error code. The air bag can kill you so the code has to be cleared by a mechanic has to fix it, it could be a worn clock spring or an accelerometer or the deployment switch may be defective or loose, if you bumped something with your bumper it could have triggered a problem. You cannot shift out of park because there is an electric fault on the brake lamp system. The fuse is blowing because there is a short in the circuit.Firstly, remove the connector to each rear lamp unit, replace the fuse and try, if this works and you can put into gear, then the problem is with the rear lamps. Check the stop lamp bulbs and holders, if they are blown or corroded contacts . clean contacts and replace as necessary.
If it did not work, then remove the contact at the brake pedal switch and try with a new fuse, again if it works then the problem is with the contacts or switch, clean or replace as necessary. If it still did not work, then there must be a short in the installation, in which case you need to go to an auto electrician to find it.

Had same problem. Our trailer electric wiring harness had a bare wire that shorted when it touched the meatl trailer hitch. This blew a fuse. The fuse that it blew also control the transmission lock out thus not allowing you to shift out of park. I believe it is a 15 amp fuse. Of all the spare fuses in the van there is no 15 amp available. I took the fuse for the heated mirrors and swapped it with the blown fuse. Problem fixed but no heat for the mirrors. Better that than no tranny.
