A friend has a Volvo s80 2001 and it was surging at lights and then on the open highway. Finally it stop all together it will start but will not go over 20mph.

When the air conditioner turns on, the car computer also increases the engines revs to counter the load of the air con. It should not generally be noticeable however. Will do some research to see why. :)

You could have a bad or contaminated Mass Air Flow (MAF) sensor. You can get a used one online for less then 100. You can also purchase a can of MAF sensor cleaner at a local auto supplies store and clean it. It located right at the air filter housing.

The idle adjustment screw in throttle body has carbon build up on its tip.need to remove screw clean depoisits off tip,carbon in idlescrew port(with carb clean) re-install idle screw,seat it,then back out 1 1/2 turns.start car and hold at higher idle to blow out carb. clean &deposits out of throttle body then recheck for surging once warmed up.

a maf sensor will cause this also,you can go to any auto parts store and buy the maf sensor spray. follow directions on can. make sure air filter is clean also. my car did the same thing and after I cleaned the maf sensor it has been fine. 3.1 engine, to check sensor, just unplug it and try it on hills or highway. the car will not run very good and may stall out, but if the car does not surge, the maf is the problem.
