disconnecting the battery does not matter. No power goes to the pump until the ignition is turned on. If your fuel gauge is working the float is OK. there is no float in the pump.
fuse may just be old and failed or your started is bad and you have a dead short.
you want to try and fix it.
first replace the fuse.
check the wiring form battery to starter relay to starter - if all ok
disconnect the starter and start the car with the starter disconnected ( car will not start) does the fuse blow.
I hope not. - if it does you may have bigger problems.
now replace the starter, it is probably locked up. unless the engine has seized.

A bigger fuse can burn things, be careful.
You have an amp draw bigger than the fuse can take, that's why it blows, and the clutch on the compressor for the A/C may be your culprit. If you can unplug the wiring to the compressor, replace the fuse with the correct one, and see if it fails then.
Check you fuse first to the instrument panel (look in your owner's manual for location). If the fuse checks OK, then it's not something fun to fix. You'll have to remove the dash panel and replace the interior burnt bulb. Smaller hands and bigger patience will help you with this one. Good Luck!
it must be shorting out,dont put a bigger fuse than you have because youre going to have an electrical fire,instead check the wires to the outlet if ok just replace the outlet
