Believe it is fuse no. 17 but go to bing.com and type in 1997 lexus Ls400 fuse panel. There are many diagrams there and you should be familiar with what your panel looks like.
Number 3 pin @relay sends power to the fuel pump (green wire), pin 2 (green/red gets grounded by the fuel injection power train computer, pins 1 AND 4 GET POWER THROUGH THE CIRCUIT OPENING relay, and EFI relay. check belt for damage or wear ---check all pulleys a bearing maybe bad and causing a wobble or not turning --check the tension pulley if no tention belt will be to loose
