1st check fuse to fuel pump, and fuse to fuel pump relay.
You might want to have a look here in Bimmer Forums
Thread Z3 Won start Fuel pump Relay problems

If they are OK, you'll need to be sure no wiring on this age 17 car still good
(I have a '97 328i convertible, fun to drive, but what went wrong *this* week)
So check for voltage *at* the fuel pump, it won't run w/o power.
If that's ok, then you are down to either a bad fuel pump, or blockage in fuel line, probably at filter.
(a) See if pump is actually pumping fuel out.
(( FIRST, listen, and see if you hear motor running ))
(b) Since you may now already have fuel line disconnected at pump end, disconnect other end, and use bicycle pump, or some other source of pressurized air and see if the line is clear.
In *any* event, I'd change the fuel filter.

You should have about 40-50 psi on fuel rail. Is there a clogged fuel filter in the line? In line filter installed properly?
Is the fuel pump any good?

My engine turns over but doesnt fire up

Check and make sure you have fuel pressure at the fuel rail, Then make sure you have spark at the plugs. If you have both spark at the plugs and fuel pressure at the fuel rail I would look at the pick-up in the distributor.

2003 vw gti turns over but wont fire

Check to make sure you are getting fire. Do you have fuel pressure. There will be valve on the fuel rail (looks like an over sized tire valve) Turn the engine over a few times and push the center part of that valve on the fuel rail (stay clear) Fuel should spray out. If not its either a bad fuel relay or the fuel pump is bad. If you have both fuel and fire, Then do a compression test on all cylinders. If you have no compression, the timing belt may have broke. Hope this helps

Throttle body injectors won't fire No

Check fuel filter and fuel rail. If there is fuel in the rail, and the filter is good, could be low pump pressure or bad signal from computer.

My 1999 ford will not starter i put new starter on it still will

An engine needs three things to run : Fuel, Compression and Fire. Check to make sure you are getting fire to the spark plugs. The fuel pressure regulator on the injector rail may be bad. There is a schrader valve on the injector rail, check to see if there is fuel there. It is a valve like a tire valve, depress it slightly to see if there is fuel there.

You need to check the fuel press, the test port in on the rail, also run a code test on the ECM/PCM, this checks for trouble codes and also lets you know the computer is working if it tests ok.
