All dash gauges stopped working and all fuses under hood and in cab are not blown

the fuse panel is under the plastic panel on the left of the steering wheel, the cruise does not have a deicated fuse, it is controlled by the powertrain control module, if the truck runs the cruise has power, the most common cause of the cruise being inop is he rotating contact under the steering wheel, it is called the clock-spring contact

My right had turn signal doesn't flash. I changed the bulb and checked the fuse inside the cab? what else could it be?

Could be corrosion on the cables, I would clean both cables and try again. if no corrosion I would then look at the battery for correct voltage and fluid. batttery could be bad.

The fuse is located under the hood in the plastic box on the driver side fender.
