I believe this vehicle does not have a cabin air filter. There is only a mesh that prevents contaminants from entering the blower motor but it is part of the vehicle and isn't replaceable.
You replaced everything except the control panel and the fuse. Pull the fuse and look to see if it is good. Corrosion. I have fixed to many things by just pulling fuses. I don't use test lights anymore.

I don't have a diagram for a 2008. On 2005 models the blower motor relay gets power from a 30amp fuse. When the blower switch is in the high position the resistor is bypassed and power flows directly to the motor. The motor is grounded to the car. The fan relay also gets power from a 7.5amp fuse and is controlled by the HVAC control on the dash. Do you have power into and out of the relay?
First look to see if you have a fuse for the blower motor...then you will want to disconnect power to the fan an jump 12 volts to the fan motor to see if it works...if ok, then there is a speed control resistor that sometimes goes bad located on the heater assembly...It is usually right past the fan so the fan can keep it cool and has 4 or more wires on it. if all else ok then last would be the switch inside car
