Have you replaced the brake fluid and bled the system under pressure, starting with rear wheel diagonally opposite the master cylinder in engine bay. and work way down to shorts. removing all bubbles from the lines. any air in system can travel. you need a brake bleeding kit with pressure lead that fits the cap size on the brake filler. also remember while doing this if you have manual gearbox and hydraulic clutch don't press down on the clutch pedal.

beg borrow or steal a pressure bleeder, start with right rear, lest rear, right front then lef front,

How about the rubber flex hoses restricted
In the rear you have an abs hcu you can throw way
& bypass,then unplug the controller up under the dash
on the passenger side
Also the rear brake cables won't work for rust,they have to go also
I had a 1992 Dakota for 18 years
Leave the wire off the proportioning valve as the vehicle is wired wrong & if your bleeding it ,it will melt down the wires in the ignition switch (been there) Vehicle is not the same as the factory wiring diagrams
