You may of forgot to plug back in the ground wire that connects to the horn bracket under the air bag. It's just a single wire and should have a tiny black connector on the end of it.
The most common cause of a horn not working in a car from the 1990s existing past 2010 is the horn itself not making internal contact with the horn 'motor' which makes the high and low tones one usually hears on a GM product.
I actually had this problem on a '97 Cadillac Deville Limo I bought which was not used much.

Also, the button on the steering wheel may not be grounding the horn out to make the sound.
If you have a vehicle alarm installed the alarm module is faulty or set too sensitive. If you don't have any alarm installed there are a number of reasons for this to happen but in the end they all lead back to the ECM unit.
Most common problem is the ground that the horn connects to wit the bolt is rusted and causes it to pull to much amperage so clean the contact first then if it still blows the fuse then the horn relay or the horn may be going bad.over time the horn gets junk in it and causes the coil to overheat and causes it to burn out. Horns cost $15.00 for a new horn and are easy to change. I doubt the relay is bad but it is always possible.
So you have replaced the single horn and it still dosen't work ? both horns or just the one? The reason why the horns are grounded separately is the reason that both horns can operate without the other. double check that ground.

has a different tone.Of course, when
one of the horns is not working the sound (tone) of the horn system sounds
different.Any reasonable Auto
Electrician will be able to locate the horn/s and quickly identify whether it’s
an electrical problem or just a faulty horn – in this case it’s probably one

you will need some help , but unplug the horn and then depress the horn inside the car and you will be hable to hear a clicking noise, either inside the car or in the engine comparment, have some one locate the noise while you keep depresing the horn on and of to get it ti click on/off
and other thing there is many cars with only one horn make sure to try contacting the dealer and ask for service department and ask for it, you should be hable to do it by phone using yellow pages, or getting the phone number at by calling 411
also when you locate the clicking noise thats the horn relay
