As far as I know, Saturn has not deviated from the standard plan that all locks are run off of one fuse or circuit breaker.
Hence & therefore, suspect a broken wire or a loose body plug ( or door plug).
With an electric meter, test all the wires and you may find the incoming "hot" wire is dead to the other locks.
Could be from a car wreck or some external influence, or a loose plug where the wires attached at the factory.

I had this same exact problem in a family member's Saturn. If you are opening the door with the key and not using the key FOB to unlock the doors, then the security system will not allow you to start the car. You will notice when this happens that the dome light will blink and you'll hear the relay in the BCM clicking.
In order to stop the security system from doing this: Make sure the car is locked with the key fob by hitting the lock button. Then hit the unlock button on the key fob once and then once again (I do it out of habit). Then open the driver side door, put the key in and it should start no problem.
The best possible thing I could advise you to do would be this. Sometimes they can do it over the phone. Tell them that you are having issues with your radio being locked. Usually they can look up by your VIN number and get you your unlock code. Otherwise you will have to take it to the dealer and have them hook up their vehicle scanner (Tech-2) and they will be able to fix it. Everyone on the internet has their own secret ways about how to obtain these codes, but with it comes to GM the best way is to take it to a dealer.
Use WD-40 or similar penetrating spray & use the little red nozzle & get in behind & down sides as much as you can at door latch assy on doors. You may even find a slot right by the latch that you can stick nozzle in to spray all over. On front doors with key slots, push nozzle into key slot as far as you can & spray good while pulling nozzle out slow. Keep working them by hand at afirt until you feel them get a little easier, then start hitting power button up/down a few times & keep working it until they free up. If/when you've got them working again, spray same way, only with some "white lithium spray grease" to keep them lubricated after. I've had to resort to removing door panels to get at seized linkages in there before, but quite often, this will work. Keep me posted on results.
Try spraying some white lithium grease inside the key cylinder with a straw that comes with the new can. That should make the key turn easier. The straw goes right on the little hole on the nozzle. Best of luck to you.
