You need to take the jeep to a dealer or a good mechanic who can retreive the codes out of the computer. You may have a module problem but I will not guess without knowing the codes.

put the back of car on jack stands and secure the front tires so it does not roll and then remove the bolts off the back of the caliper there is normally two one at top and one at bottom and spray it with some kind of oil for rust and make sure you have the right size socket before you try to loosen them and once caliper is off and the old pads removed take one of the old pads and squeeze the piston on the caliper back in by using a "C" clamp and also remove some of the brake fluid from the master cylinder before you do this put the new ones back on and check the brake fluid and make sure it is full and then pump the brakes to make sure you have a good pedal also put some "No Squeak" brake stop on the back of the pads so they don't squeak they will have that where you buy the pads from

Replace rear rotors on 04 liberty.
Remove tire & wheel
Remove brake caliper, tie up out of way.
Back off e-brake shoe adjustment.
Remove factory spring clip from lugs (2places)
This is the crude part....
After attempting to pull off disc/drum with puller....I got pretty sick of it. Understand this is in the Northeast with lots of salt on the roads in winter. Needless to say there is a ridge of rust around the inside edge of the e-brake surface. Any more pressure and I was afraid of damage to the e-brake shoe asembly. I then took a small grinder with a cut off wheel and cut the disc thru (used space where caliper usually sits). Also cut nearly through the face between 2 lugs. You can't quite get thru the back corner at the disc. Since the material is cast iron it will crack when you drive a wedge in the slot cut in the disc. This opens the housing around the shoes and it slides off easily. The cutting operation took less than10 mins, alot less than the puller with hammer assist!
I know this is a bit "unorthodox" to say the least, however the object is to remove the old junk disc safely and as quickly as possible, without harming the e-brake parts inside.
Install new parts in reverse order, new pads go in easy after squeezing the caliper piston back with a c clamp as is the normal procedure.

Starteer - Removal & Installation

2.4L & 3.7L Engines

  1. Before servicing the vehicle, refer to the precautions in the beginning of this section.
  2. Disconnect the negative battery cable.
  3. Remove the starter mounting bolts.
  4. On the 3.7L engine, the left side exhaust pipe and front driveshaft must be disconnected.
  5. Disconnect the starter solenoid harness connections.
  6. Remove the starter.
To install:

  1. Connect the starter solenoid wiring connectors.
  2. Install the starter and torque the bolts to 40 ft. lbs. (54 Nm).
  3. On the 3.7L, the left side exhaust pipe and front driveshaft.
  4. Install the negative battery cable and check for proper operation.

2.8L Engine
  1. Disconnect and isolate negative battery cable.
  2. Raise and support vehicle.
  3. Disconnect solenoid wire connector from solenoid terminal
  4. Remove battery cable from stud on starter solenoid.
  5. Remove 3 starter mounting bolts.
  6. Remove starter from transmission bellhousing.
To install:
  1. Position starter motor to transmission housing.
  2. Connect battery cable solenoid terminal wire harness connector to connector receptacle on starter solenoid. Always support starter motor during this process. Do not let starter motor hang from wire harness.
  3. Install battery cable eyelet terminal onto solenoid B(+) terminal stud.
  4. Install nut securing battery cable eyelet terminal to starter solenoid B(+) terminal stud.
  5. Refer to torque specifications.
  6. Position starter motor and install 3 bolts. Tighten 3 bolts in this sequence: top bolt, bottom bolt, middle bolt. Refer to torque specifications.
  7. Lower vehicle.
  8. Connect negative battery cable.

It means that the torque clutch is malfunctions due an electrical issue, worst case you will need to replace the torques converter. If I had the fault code then I could give more details.

Check fuses, if ok, then check for freon pressure, if low on freon, low pressure switch, will keep a/c compr. from coming on, so it don't get damage due to low on freon, recharge a/c system, if low and check for leaks.

2006 liberty air conditiopner clutch doesnt engage. It has voltage to it

yikes. You chose to describe the most expensive part of the a/c system. Looks like you need a new a/c clutch which comes on a new compressor. A recovery recycling machine can evacuate the system and allow one to replace the a/c compressor.
