yes. there is a fuse and a relay for the cooling fans and the a/c compressor. you will need to check the power box under the hood that is where most of the relays and there fuses are located.
try looking at your fan relays , located inside of a black box on the drivers side, under the hood, there are relays and fuses inside, 1 of them should be fan relay 1, and there should be a fan relay 2, i believe the 1 is for low speed, and the 2 relay is for high speed, also there should be a relay for the a/c. hope that this information has helped you.
Good Evening. The location of the fan motor relay on the 2001 Dodge Grand Caravan is behind the grille right on top before the air conditioning condenser. I hope this helps with your location, and if you have any more questions please feel free to ask.

Circuit Protection
The fuse panel is located below and to the left of the steering column.
Fuses are a one-time circuit protection. If a circuit is overloaded or shorts, the fuse will blow thus protecting the circuit. A fuse will continue to blow until the circuit is repaired.
Main fuse box located on driver's side to the left of the steering wheel, above the brake pedal.
The blower fan relay is located in the fuse box on the driver's side fender-well.A Jeep Cherokee uses an electric fan as an auxiliary fan for engine cooling and for cooling the air conditioning condenser when the air conditioning is in operation. A radiator temperature-sensing switch that activates the fan relay at 198 degrees F turns the fan on and controls its operation. The temperature drops when the vehicle is in motion and the switch turns the fan off. When the air conditioning system is in operation, the air conditioning relay supplies power to the fan relay via a fan diode downstream from the ignition switch. This diode activates the fan relay and keeps the fan operating as long as the air conditioning is on.Thanks. you can rate this solution and show your appreciation.
this fan is controlled by a fan relay, located under the dash. Most likely replacing that relay will solve your problem. Go to any autozone store, but the part and ask them to assist you in changing it. they offer this assistance as a free service.
you need to replace the blower motor, Im not %100 on the location of the one in a 97 pontiac mini van, but they are generally located just above the floorboard, under the dash on the passenger side of the vehicle.
Per your description, I believe you may have a blower fan relay that is stuck closed. Remove the relay from the under-hood fuse center and see if the fan stops. If it does stop, put the relay in slowly and see if you here the relay "click" and the fan come back on. Let me know. Regards,
