The best way is to remove it so you don't cause any damage to the screws or other components. I do not remember if there is room for a thin-headed 1/4" drive ratchet, but you can sometimes use one with a 1/4" hex socket and a short screwdriver bit. Grind the bit down as short as possible if it helps. The aluminum and the threadlock holds these babies in awful tight. Worst case is remove the throttle body and replace the gasket when reassembling. I know it's frustrating. Good thing is you know how to save some money.

Sounds like a vacuum leak coming from either the HVAC controls or the brake booster. Does the noise get louder or change pitch when you depress the brake pedal? If so then you need a new power brake booster. If not then check for cracked or broken vacuum lines under the dash.
