this sounds like a bad speedometer cluster, you stated everything else works so i assume the speedometer is working and just the odometer and trip stopped working and so the speedometer will need replacing. good day.
If the speedometer itself is currently working fine, it may be that the Odometer and Trip-o-meter gears are broken. Lincolns OnLine have a large database of information regarding Town Cars from all years. This specific link will help you to order and replace the proper gears for your car.
i would start with the speed sensor, have the computer scanned for codes that will help to pinpiont the problem,i would bet its the speed sensor, hope this helps.
You may have a couple separate concerns. The fuel gauge if it is on empty may have a hole in the float. The speedometer odometer and trip meter is probably a broken gear in the speedo assembly. If the speedometer itself works it is getting a signal from the speed sensor.
If the odometer is part of the speedo head then the unit will need to be pulled out and sent out to an authorized GM repair station, there are no parts sold for it except the entire speedometer, and that is very expensive.
