Streets flooded drove car threw high waters it stalled-out. towed home wont start. has full power lights come on and everything . turn key and it just makes a click click noise. so what do you think i shoul;d do
SOURCE: car won't start makes clicking noise when you
The click noise is the sound of the starter SOLENOID clicking but not contacting to supply voltage to the starter motor.
Now a multimeter test will confirm if the solenoid is contacting and if so then the starter motor is faulty.
It can be due failure of the BRUSH in the motor or the commutator. If so remove the motor and confirm.
Also if the starter pinion is struck the solenoid will click and the motor may not turn.

will it start with a jump ? if it does replace the battery and have the charging system tested, if it will not start with a jump then most likely you will need to replace the starter.
SOURCE: Car wont start, NOT battery
try a metal hammer on the starter when someone is hitting the starter have the key on like you are starting it 2 man job if it starts you have a bad starterif it dont check your neutral safety switch
SOURCE: Pt cruiser 2002 wont start, good battery, good alt, bad car alarm maybe??
My PT has done the same thing twice. I have found the car will start with my spare set of keys. After starting this way it will accept either set of keys. Weird!
