I just bought a 1988 Crown Victoria LTD, and cannot get the Cruise Control to work...The horn fuse (#17) was pulled because my horn is stuck, i suppose it is the relay, but i have not checked, i am going to do that tomorrow.
Why does my Cruise Control not work, does it have to do with the #17 Fuse being pulled?
Or does the Cruise Control run on a different fuse and relay?
Wish i knew more about this, but im 16 and have no experience with this vehicle
My inspection runs out soon, and i need the Horn, and Cruise issue fixed A.S.A.P!
Although I don't think the cruise is an issue for safety, reach in under hood , or in grille area and find your horn(s) and just pull the connector off them temporarily, so they won't blow & put fuse back in and see if cruise starts to work again. It's not unusual for circuits to be labeled wrong or not at all in fuse panels. Then you can turn your attention to horn problem.

I have a '93 Crown Vic & found my horn not working problem was related to bad switches on my cruise control, I replaced the switches & my horn works just fine. Yes, on the '93 they both go through the same small circut boards.

The horn relay IS NOT located in a box toward the front of the engine. It is located just behind the radiator overflow reservoir and attached to the inner fender next to two other relays. It is the only one without a plastic cover over the top of it. FYI, our Crown Vic horn didn't blow, and the cruise didn't work. I changed the relay and still no horn. I decided to check the horns themselves. Found wires disconnected from terminals. Touched wire to horn terminal and horn blew incessantly. (previous owner had disconnected horn rather than diagnose why) Pulled the horn "button" from steering wheel and disconnected the wire leads and horn quit. Disassembled the "button" assembly. Foam had degraded over time between the contacts. (Ford has discontinued this part). Cleaned and replaced foam with Scotch foam mounting squares with holes punched out over contacts (2 layers thick). Re-assembled and viola! Horn and cruise control both work! Relay was bad as was horn button.

If putting the #17 (Labeled Horn) fuse does not return control to the Cruise Controls, where should i go next?
Actually, #17 is the fuse for any power running through the steering wheel. Which means the horn, and cruise control switches.
The manual may say different.
But that's how it's actually done.
