What's the actual temp of the engine ? Hooking up a scanner that can view engine sensor data ,would be one way to tell or using a infrared thermometer gun. You can buy one for less then $30 at harbor freight tools . Do the cooling fans turn on at 221 drgrees . Turn on the A/C ,do the cooling fans come on ? GM had bad step motors in the instrument cluster from 2003 to 2006 . These step motors control the gauge needle position . Replaced a bunch of these instrument clusters because customer thought the vehicle was over heating ,but wasn't . Having the correct tools an knowledge , could have had it diagnosed in just a couple of minutes .
Might want to also check your actuator. You can also check by touch, both heater hoses that go into the vehicle by the firewall. If they are both hot, you know that warm water is circulating. If, however, only one hose is hot, then you might have a clogged heater core or bad thermo-stat. To confirm a bad T-stat, touch both upper and lower radiator hoses which should be hot. If only one hot, you have a bad component.
fisrt make sure the coolant is circulated , by checking two hose from radaitor if same tem(with yourhand only). or not . if there is difrent . first check thermo valve you can boil it and look if it's working or not . if it;s ok check water pump .remove it out and check .
