Try the "clear flood" method. Hold gas pedal to the floor and crank the engine over till it starts and builds rpm and make sure you release the gas pedal in time so that you don't over rev. the engine. Then feather the pedal trying to maintain 1500rpm for one minute then let idle .
spray wd40 on both ends of the throttle cable-at the peddle and at the throttle body-penetarting oil displaces water which may be causing the freeze-up- cheers Denny
If you step on the gas and the engine accelerates but the car doesn't then that's slippage.
If you press the brake at a stop while you step on the gas you can determine the stall speed of your torque converter, if the engine revs beyond the stall speed then it's the torque converter clutch, TCC clutch solenoid, or a bad converter. Otherwise you need a professionals help.
This could well be the Vacuum pump tapping,(if you have a 5 cylinder diesel engine)
If the tapping seems more pronounced at tickover/low revs,
A quick check is to repeatedly press the brake pedal when the tapping is present (and gradually returns then the culprit is indeed the vacuum pump.
If it really bugs you then just get a new one, or just put up with it until the servo performance starts to degrade.
Take an analog ohmmeter, remove connector from TP sensor, and touch probes on terminals of sensor, try combination of 2 until you see reading increase as gas pedal pushed & decrease as pedal released by someone, while engine off, and key off.. Have them slowly, & gradually push pedal, as you watch meter. Reading should increase slowly & gradually as well. If you see it climbing, then quickly drop off, then jump back up, it's faulty. Try to concentrate more on the position of gas pedal where you experience the engine cutting out. Costs nothing to try it.
