Where is the fuel filter on a 91honda accord?

Open hood, locate fuel hose from engine fuel rail and follow toward firewall, it's located there.

very small hands it should be under hood on driver side firewall.no hard at all just tight space.some Honda fuel filters are under car right by the tank also easy to change make sure you look at filter and put flow toward engine (arrow)

Are you sure the crank pulley is turning the belts ?
Thats about the only thing that would affect both belts.

its located at the top of pedal area

Fuel Filter Removal & Installation To Remove:

1. Remove fuel tank.
2. Remove fuel pump/fuel gauge sending unit.
3. Remove fuel filter from fuel pump/fuel gauge sending unit.

To Install:

1. Install fuel filter to fuel pump/fuel gauge sending unit.
2. Install fuel pump/fuel gauge sending unit.
3. Install fuel tank.

However, I would look at ignition or tune up issues rather than simply a fuel filter.

Find out what the engine problem is by having the engine's computer scanned through the OBD-II port.

On the firewall underneath the vacuum control box. Thats just to the left of the throttle body, behind the black air intake hose. Loosen the lines on the filter slowly.. Let the pressure bleed off that way.. Thanks

Check your filters such as fuel filter and air filter. At higher speed there is more of a demand for both air and fuel. Thats where I would start first.
