It is most likely low on charge and that disables the compressor. The common cause is the compressor seal has failed, replace it if you want a best guess repair.

Not a Volvo expert, but there is a low pressure switch that could be faulty, something going on with the control on the dash, and the a/c compressor clutch could be faulty. You need to see if you have voltage at the a/c clutch then work backwards.
I wish I could help with the exact location but most are in the fuse panel under the hood, but since you said you charged the ac, im wondering if you overcharged the the ac, because there is a high pressure sensor that will shut off the operation of your heater and ac control unit inside on the dash when you overcharge with freeon.
befor you start replaceing things, if your freeon in the unit gets to low it will not allow the compressor to come on its a saftyso you cant burn the comp. up try putting freon in it first get a can that has a guare on it (around 15.00 at parts store) then see if the freon is just low. but if you know its the blower motor itts located on passenger side in side under the dash take forve box out ands you will see it
Find the A/C compressor. Look a both lines going to it. One line should be bigger than the other. The bigger line is the Low Side (suction port) follow that line it goes to the firewall to the evaporator that is in your dash. The low side pressure port is somewhere in that line between the evaporator and the compressor. That port is where you check low side pressure and add freon. Don't worry if you buy a charging kit from a part store you can't hook it up wrong, the low side port and the high side port are different sizes and the hose won't fit. With the A/C running on high, low side pressure should be about 35psi.
