No the light is linked to a sensor. There is a coolent sensor that tells you that the level is low. It sounds like the sensor has gone bad. And the sensor is located in the coolent tank. If it is bad from my understanding you have to replace the whole tank. But take a paper clip with the engine off and disconnect the wire harness from the sensor and jump the wires and see if the light goes off.

the sensor in the anti freeze bottle some times it sticks some times a light tap will loosen it up but some times you need to replace it

No coolant has to do with heat. freon has to do with ac. Now when you said your ac AND blower doesnt come on right away are you saying it does this ONLY when its on ac or when its on heat too. I would first change out your coolant level sensor or add coolant (which you said was fine) and see what happens. but im sure they are not in relation as the blower motor is on its own circuit

Why replace the radiator it's just a bad sensor. Get the Haynes repair manual on your vehicle look up the water level sensor testing and replacement steps. The sensor probably cost around $30 and I doubt if it takes more than 30 minutes to replace.
