Well a flashing red light usually means the alarm system has been activated. Flashing quickly could mean it is faulty and the alarm is not set.

Are you sure is not 5 flashes with a short pause in between and then 5 more flashes? Code 55 indicates the end if the diagnosis.

You can buy a diagnostic computer for your car but try this first
with car off, turn key on (but not starting car) in this succession.
on - off - on - off - on then leave the key in the on position (again, without starting), and it "may" begin to blink the engine dash lights in a series (example): flash, flash (pause), flash, flash, flash, (this would be 23 ...and so on. Your owners manual should tell you what the codes mean. If not an auto parts store probably could.

If you want to initiate a new master key.... 1. Insert new key into ignition cylinder and turn it to the ON (RUN) position. The security light on the dash will flash for fifteen minutes.
2. When the security light stops flashing, you have FIVE minutes to start the next step. Turn the ignition cylinder OFF and then back to the ON (RUN) position. The security light on the dash will flash for fifteen more minutes.
3. When the security light stops flashing, you have FIVE minutes to start the next step. Turn the ignition cylinder to OFF and then back ON (RUN) position. The dash will flash for fifteen more minutes.
4. After the security light stops flashing the third time, the new key has been programmed into the vehicles computer and will operate the car. It has replaced ALL the previous electronic key codes and is the ONLY key programmed into the vehicles computer.

The dealership should be able to do this for you without a current key, of course this means towing the vehicle to them. See if they will sell you a key and you program it yourself.

The flashing key-inside-a-car means the anti-theft system is working properly. On page 84 of the 2009 Prius owners manual, the explanation indicates that a flashing key-inside-a-car is normal, and is desired. It should extinguish when the automobile is operating. It may be distracting, but it's a good thing!!

You need to program the remote. Get in to the car and LOCK all doors with the switch on drivers side door. Take the key and insert it into the ignition cylinder in and out 6-10 times, until the flashers/hazards flash on your dash board. Or just keep putting the key in and out (nice and easy now, not fast) until you see the lights on dash flash. After the lights flash, turn the key into ACC mode to make the whole dash light up.(do not start car) .With the key in ACC position, hit any button on remote, that will make the hazards flash again. Turn key off and unlock door with switch again. Open door.DONE.

Do a self test. Turn key to on position and back to off position 3 times. a series of flashes will commence from the "check engine" light. The first set of flashes is the 1st digit of the code, then there will be a pause, then a 2nd set of flashes, This will be the 2nd digit of the code.
