I have a friend with a 1999 Beetle. The Window was a pain, ended up taking it a shop. 285 at $90 per hour labor, saved an hour because I had taken apart the door.
AC not working at all? Likley the AC Controller (475) or the blower motor regulator (225).
Wiring is also bad in the one your looking at likely. And wiring jobs are a pain.
It will need a new timing belt at 90K for 600-800. DIY will run you 200.
I am fairly competent with car repair and can usually fix most things myself, but I trust others with wiring issues and computer issues.
Skip that car.
My daughter is buying a 1999 VW Beetle and the AC is not working, the driver side window will not go down and the buttons that opens the trunk and fuel door will not work. Will these be really expensive to have fixed? Thank

I have a 1999 Beetle. RUN!!!! I am just finishing the physicians assistant program at Stanford University. I bought my wife the "bug", which at the time I thought was a nice car, to drive back and forth to work and school. I bought it 3 years ago and have had nothing but problems with it. Also I have talked to many people, including mechanics who have had the same problems with 1999 VW Beetle. The drivers side window will not roll up or down, the AC or heater is not working at all? The wiring is also bad in the car from the drivers side head light, passenger side tail and brake lights, to the power windows and door locks. The radio is stuck on AM and the 2 of the cheap plastic preset switches have broken off.Finally, as if that is not enough, 3 days ago the transmission only has 3rd and 4th gears. Reverse, 1st, 2nd and 5th gears are gone, not working at all.This is the worst car I have ever had and over the years I have only heard of horror stories about peoples cars and their "lemons". I am sure that it will not come as a surprise to those who are reading this article, but I will never buy another, not just Beetle but, VW again. I hope this helps you. As for the people who have already purchased a Beetle, I can honestly say I feel your pain.RobChico, CA.
The window, trunk, fuel door may not that be that much and may be a simple fix. The A/C can range from just being low on R143a to a bad fuse or to a bad A/C compressor which will cost over $500.00 for compressor alone. Keep me posed, be glad to help. Best thing to do is go for a test drive with the seller and go to a repair shop for an estimate so the seller knows what the repair cost will be and if you decide to buy the car, be glad to help you ave some money to get it to 100%.
