I attempted to play with the wiring to see if that was the problem. So I ran the wipers again. That idea fell through. Next I took my chances by going to a scrap yard check out other Lincoln TCs to check out their wiper modules. I found one and placed it on my car mine if that will fix the problem. That solution came up as well. Outside of buy a new module, is there another option that I've missed and that I should ?
You first step is to check and see if you are getting power to the wiper moter jump it from the battery start from there also check all wiper fuse some have relays so they will shut down when motor over heat get a volt meter and test all plugs they very seldom go bad

Sounds like the slip ring in the wiper motor has a strip missing from it,if so you need a new wiper motor,parts for wiper motors are next to impossible to find.
