I attempted to play with the wiring to see if that was the problem. So I ran the wipers again. That idea fell through. Next I took my chances by going to a scrap yard check out other Lincoln TCs to check out their wiper modules. I found one and placed it on my car mine if that will fix the problem. That solution came up as well. Outside of buy a new module, is there another option that I've missed and that I should ?

Sounds like the slip ring in the wiper motor has a strip missing from it,if so you need a new wiper motor,parts for wiper motors are next to impossible to find.
