Relays are located in the "under hood relay/fuse panel" on the passenger side between the radiator overflow and the battery. Remove the lid and on the underside of the lid you will find the diagram. The fuel pump relay will be indicated by a graphic of a fuel filling station pump. The relay itself is yellow. Also check the pump fuse, located in the same relay box and if needed check your inertia cutoff switch located in the passenger footewell. There is a panel to the right just under the glove box. It has a popout access door but its much easier to remover this small panel and providing clear access to the switch. Push down on the rubber cover on top of the switch. If it is engaged you are ok here. If when you push down you hear a click then the inertia cutoff was switched somehow and this cuts fuel supply. These switches have plastic internal parts and dont take much to fail. Hope this helps. Happy to provide further suggestions if you wish to repost more info. Good luck!
do u hear the humming sound of the fuel pump inside the gas tank? (faint but audible) you will hear it when u turn the key to on (not cranking position) for about 5 seconds, if u don't hear it pull the gas tank and replace the fuel pump.
If the engine is turning but not catching, then its probably the fuel pump. I recently had this problem, and was hoping that the fuel filter or fuel lines were blocked, but in that case, the engine would start, then die off. That being said, fuel pump replacement on a 98 Rover is $1200+. The best thing to do is, after getting a diagnostic to make sure its actually the fuel pump that needs repair, going online to buy a fuel pump instead of letting auto repair shops buy it from the manufacturer. This'll save you at least $300 or so dollars.
