If you're talking 4000 rpm, in neutral you'll cause engine damage! 2000 RPM is the max safe limit. Power loss is usually due to a restricted fuel filter. Does it smoke when running? (air filter), Try some Isopropyl alcohol deicer or fuel injector cleaner to ensure there's no water in the system. you haven't given enough info to diagnose the problem, i.e. drivability, history, and symtoms. What type of vehicle are you talking about? And does the opposite side operate correctly? What are you referring to when you say stalk returns to off position? If you are talking about the directionals or turn signals of this vehicle as to when you make either a left or right turn and it not shutting off when the steering wheel is turned back after the turn has been made then you're dealing with a canceling function within the directional or multi-function switch.Not sure if this is what you're talking about when you are reffering to indicator flashing.

do you mean high engine speed or fan speed. if fan speed is slow then motor in the fan is getting bad. if your talking about running engine, then could be nothing because the sensor tell it not to..like running down the road it cools the car down and engine temp drops slightly enough to cut sensor off.
Are you sure hes not talking about a wheel bearing for your front wheels. A throwout bearing will sometimes make nosie like a rattleing if it is not engaged. When engaged it will sound like a roaring nosie. I would check in to were this nosie is coming from first.
There is a wheel bearing inside the hub as well. They will sell those bearings I've bought them before. Chances are you need to talk to a better parts guy. You can tell if it's a wheel bearing by taking the vehicle up to a speed where the noise is clearly audible. Then swerve the vehicle back and forth in your lane. If the sound changes or goes away when you swerve, it's a wheel bearing. Obviously we're not trying to crash the vehicle here, so don't get over aggressive with the swerving.

Could be your Speed sensor that would make the abs light come on because its not sensing the speed you are traveling. I have no Idea why when your gas gauge is on empty it won't shift. May be its the speed sensor and it was just happened to do it right when you where on empty. Does the speedometer work right or is it erratic? Let me Know this sound like and interesting problem I would like to work on and trouble shoot. Your ECM may be going too. There is so much going on Its hard to tell.
