No because I don't know what camshaft is in it or what intake modes/exhaust and so on. The block number means nothing as far as HP goes, it is what goes into the block and on it that matters.

If this is from a small block GM engine, the V means it was built in Flint Michigan, 0517 is the month and day, and FRT means it is a 350 cu in truck engine for the 1985 model year.
Blue smoke means the engine is burning oil, so it has very worn internal parts inside. (lots of miles, or very poor maintenance) Not a thing you can do about this, except rebuild the engine, or replace the engine.
Black smoke means that the engine is running too rich, getting too much gas.- Get a complete tune up.
White smoke means that the engine is burning its coolant, which means that you probably need a new head gasket (Best case) or the block, or piston sleeve, or head is cracked. If cracked block or sleeve, then you need a new engine. If head or head gasket, then you only need those parts replaced.
short block just means an engine without the cylinder heads installed on it. That's one way of buying an engine. Along block is the same as a short block except it does have the cylinder heads and maybe the intake manifold as well.
Do you mean the Heater core ? If that is what you mean. It is under the dash just inside where 2 hoses from the inside of the engine compartment go right into the car on the firewall at the back of the engine.Those hoses have to be hot when the engine has been running hot.So be careful. If they are not hot, no hot water is passing through to the heater core.
