Ac not cooling properly

Ac puts out 46 to 40 deg F from vent in garage with OA temp 86 deg F
when driving in 95 OA temp vent temp stays at 58 to 60 deg F
I think the OA vent is not sealing and letting OA mix with cabin air
how hard is it to put a new foam seal on the OA damper?
(OA=outside air)

    the low side is 17 psi comp on and 40 psi comp off

    the high side is 244 comp off to 237 psi comp on

THE 1ST THING U DO IS VERIFY THE SYSTEM IS FULLY CHARGED, WHAT IS THE LOW SIDE LINE PRESSURE? SHOULD BE AROUND 28 PSI WHEN COMPRESSOR IS ENGAGED.

Is it ok to run my 04 grand prix without the thermostat

It is not the best but can be done.
Don't remove the whole thermostat only the center part and fit the frame back in the housing.
If you remove the whole thermostat you can end up with cavitation problems and this can cause hot spots in the engine.

first I would have someone recover the R134a from the system then add dye and recharge to the correct level R134a and check vent temp levels this system would work half way normal if R134a is low by .4 oz's but would take a long time to cool the car down

Ac not working properly

If you have proper amount of freon in sytem, try blowing out condensor and radiator fins with air and water, make sure your cooling fan functions properly. After all this, you can try replacing the expansion valve. Ultimately, you may just have a weak compressor. Another thing to note is make sure you do not have too much freon or oil in the sytem.

Does this have auto temp control where you set the temp number or does it have a knob you set 1-5. I'll bet you have auto temp. and you need to replace the blower control module under the hood.

indicates gas pressure and condenser cooling problems
check the condenser fan is working properly and have the gas pressures checked by gauges
check that the evaporator fins are clean and not blocked as ice build up will cause the same indications
