Cadillac 1999 DeVille
If the front blower motor is not running with battery level power to it, you may have bad blower resistors which controls the speed of the motor.. Unfortunately the resistors are built-in the motor. You may have to replace the motor. If you remove the motor, you can recheck it by direct wiring power to it. OR you may have loose wires.
Also check the Heater and A/C Programmer module.

Here's some info I found from another posting.

Red is positive 12 volts coming from fuse of circuit breaker. The black wire is either the ground or the main hot wire going to the blower motor (3 pin connection only), and the gray wire (if is is small in size) is a variable voltage coming from the body control module requesting speed for the blower motor. The blower control module varies voltage on the main wire going to the blower motor, supposedly in accordance with the requested voltage from the body control module. Usually if all fuses are okay and present on the apprpriate wire of the blower control module, the a blower motor that will not run or stays running after the key is turned off is the fault of the blower control module. If the blower control module has failed the the cause must be determined (over amping blower motor) or else new blower control module may fail when powered up.Usually blower control modules have more than three wires. Usual connections are: B+ (battery voltage) GND (chassis or engine ground), two large wires going directly to blower motor (can be any color, but are usually 10 guage in size), and an optional wire that reports voltage level back to the body control module.

2003 Honda Accord v6 AC and car alarm electrical issues, maybe connected ?

what sub model accord, v6 LX ,
manual or full climate control option??? guess full.
fuses not checked PCM scanned for DTC errors EVAC, hopeless/?
so car starts and runs sand drives ok, <<< not told that.
yes the AC brain on most modern cars is BCM brain controls
and the brain does control the AC compressor. if that is dead so be AC, THE COMPRESSOR CLUTCH, is run by PCM RELAY.
NOT TOLD OUTSIDE TEMPERATURE NOR COUNTRY../
HERE IS A LIST.
1: CHECK ALL FUSES FIRST, CAB AND ENGINE BAY ALL FUSE BOXES SKIP NONE.
2: CHECK IP CLUSTER FOR ERRORS ,ALARMS ERRORS OR LAMPS GLOWING OR IMMO LAMP SHOWS IMMO IS UNHAPPY, MODE.
3: ENGINE STARTS AND RUNS AND CAR DRIVES.?????????
4: HEAD LAMPS WORK KEY ON AND OFF. ,
5: OTHER ELECTRIC FAILURES OR JUST THE BLOWER ONLY?
6: SCAN THE pcM FOR ERRORS, AC IS CUT DEAD EVEN FOR ENGINE OVERHEATING OR OVERLOADED !!! OR IN LIMP MODE/
yah can't fix modern cars lacking a scan tool, no way./

bLOWER FACTS
PER THE SM BOOK REAL

THERE IS A BLOWER RELAY AND SOME FUSES. 12VDC SIDE.
FUSE 30 DASH
AND 21 HOOD, BOTH MUST BE GOOD. and fuse 12 V6
THE bLOWER gets GROUND FROM THIS
Audio-HVAC--Display Panel
l AND ITS BLOW POWER TRANSISTOR MODULE
SO WE KNOW THE TRANSISTOR IS off. IS CAUSE 1.
ONLY WHY REMAINS!!!!
YES THE CONTROLLER DOES NOT WANT TO RUN ANY DEAD BLOWER AND RISK ICE DAMAGE TO THE EVAP CORE.

THE Audio-HVAC Display Panel, READS MOTOR SPEED ACTUAL. speed (a kind blower tachometer wire)
IF SAY A INSECTS NEST JAMMED UP THE BLOWER FAN
THE AUDIO -HVAC, MODULE SEE THAT AND CUTS AC DEAD BY DESIGN AND HARD GOOD REASons/
the THE Audio-HVAC , has the ICE up sensor and monitors R134a
high/low switch and if wrong, tells the PCM to shut down its
Clutch solenoid to compressor ending all AC .
I am no sure what blower does.
but I can say this tell of blower works in heat mode or blower + no AC no HEAT mode. yes then the blower is not bad, nor the controller
what is wring is inputs to the controller are dead wrong
and not scanning the PCM after fuses is why you don't know.

l;earn now this works
Audio-HVAC
Display
Module

not checking fuses first then scanning the PCm is why answers simple are not found.

like these and scads more.

On my vauxhall vivaro van, the fan heater isn't very good and when I turn it to number 4 it blows the fuse, the fuse is a 32amp how do I can the fan motor??

Usually on cars there is a blower motor resistor that changes the amount of amperage to the fan motor. If that is fried or shorted out than you could be receiving too much juice and piping your fuse. Either way there is some kind of short.

Installed new blower motor. bearing shelled in old one. new motor won't blow. tested . it's good don't have power to moter. fuses good relay good. isthere a circuit breaker in wiring for b

I don't have a diagram for a 2008. On 2005 models the blower motor relay gets power from a 30amp fuse.
When the blower switch is in the high position the resistor is bypassed and power flows directly to the motor. The motor is grounded to the car.
The fan relay also gets power from a 7.5amp fuse and is controlled by the HVAC control on the dash.
Do you have power into and out of the relay?

My heat or air is not blowing out. But settings are working. Is there a fuse for blower, and where is it located?

Yes cehck the fuse box for blower motor fuse, if they are good then take the blower motor out and power it, if it works then change the blower motor resistor.

The blower fuse on my 2005 Kia Amanti has blown after only two weeks. Could a faulty blower replay be the problem

well first check the relay, and make sure power is going to blower motor., if it is then the blower motor may be bad and drawing to much juice and shorting it out enough to blow the fuse or relay. good luck!!

Air conditioning and blowers not working, fuse blows immediatley after changing. there was a clicking noise heard before fuse blew. No display on dash unit. (2000 passat 1.9TDi Sport)

Try unplugging the blower resistor, located under the passenger side, under dash area, put a new fuse in and see if the fuse opens (blows). If it does not blow then unplug the blower located in roughly the same are and plug the resistor back in if it blows then it the resistor if not it's most likely the blower motor.
If the fuse blows when both resistor and the motor is unplugged the you need to unplug the a/c head unit and see if it still blows(open fuse)
Hope this helps

Replaced blower motor, but still blowing fuse,

could be AC compressor clutch shorting out.try disconnecting AC compressor electrical connector and see if fuse still blows.
